Revert the anacrolix bump: torrent master panics in checkPendingPiecesMatchesRequestOrder

The fetchers restarted about four times an hour on 0.14.0, each on that
assertion in anacrolix/torrent at 92ad5149. Back to v1.61.0 and dht v2.24.0
with the hand-framed sample_infohashes reply; 0.14.1.
