Closes #10.

Lands the Renovate updates, moves the module to sarak.sh/mikluko/multiproxy, stops publishing the Docker image, and makes CHANGELOG.md decide releases through action-changelog.

The Renovate branches each started from develop, so their go.mod edits were re-applied on top of one another. go-httpbin v2 and golang-lru v2 needed code ports: Renovate only added the /v2 modules. The ARC cache is its own module in golang-lru v2.

Merging cuts no release: the new entries sit under [Unreleased].

Not checked by CI yet: the release job itself, which runs only on main.

build: golang 1.27 on alpine 3.24, path-neutral workdir ... f9e8bccdaa

CI and release move to .forgejo/workflows. A push to main whose newest
entry names an untagged version cuts the tag and the Forgejo release.
